From 1945 to 1949
Between 1945 and 1947, it was urgent to reconcile old wartime enemies and consolidate peace efforts. The creation of NATO in 1949 solidified the military cooperation between Americans and Europeans confronted with the massive presence of Soviet troops in the communist countries.
Initiatives were taken in order to rebuild the European economies thanks to the Marshall plan and to the setting up in 1948 of the European Organization for Economic Cooperation. The Council of Europe, whose seat was established in Strasbourg in 1949, busied itself with the defense of democratic ideals, working in favor of human rights through the institution of the European Court of Human Rights.
